Megachilid bee found on sandy bank in Shrewsbury

Anyone care to guess a possible ID for this bee? I have never seen it before:

This medium sized Megachilid bee appeared to be collecting grains of sand or small stones. I watched it digging into the ground, tipping its head back and forth as if to dislodge stones. The photo below shows the head tipped well forward.

My guess is that it is an Osmia/Hoplitis. It has a very light pollen scopa on its abdomen.
